According to the contract, Mahmoud Abbas, the chief of Palestinian autonomy, will be authorized to choose vice-premier and 6 ministers.
The two Palestinian groupings - «Fatah» and «Hamas» - managed to agree about the formation of the new government of national unity that should put an end the armed opposition in the Palestinian autonomy. Ismail Haniya, one of the «Hamas» leaders will again become the prime minister of the country. However, the main question of existing contradictions-(concerning recognition of the Israel)-haven’t been solved.
On Thursday evening (in Mecca) «Fatah» and «Hamas» leaders have signed the agreement on forming of the government of national unity which should put an end to months of the intense negotiations and the armed opposition in the Palestinian autonomy.
According to the document Ismail Haniya will be appointed again on a post of the prime minister. «Hamas» members will receive 9 portfolios, and «Fatah» members will receive 6 portfolios in a new Cabinet of Ministers. The other four ministerial posts (tourism, culture, information and on women affairs) will be given to the representatives of other Palestinian political movements, and the posts in the Ministries of Finance, Foreign and Internal affairs will entrusted to the independent applicants.
«Hamas» will choose the heads of the Ministries of Education, Labor, Municipalities, on Youth and Sports affairs, Justice, Telecommunications and Economy, and also of one of the state ministers. The chapter of the Palestinian autonomy and «Fatah» leader will be authorized to choose the vice-premier and 6 ministers (he will appoint the ministers of Public Health Services, Transport, Agriculture, on Prisoners Affairs, on Social Affairs, and also Public Works) for the future government from among members of his party.
It is likely that the compromise figure, arranging both groupings will be appointed on the post of the Minister of Internal Affairs who supervises the most part of the Palestinian security service.
However in the text of the contract nothing is told about an opportunity of recognition by Palestinians of the State Israel - the basic step as which the countries of the West consider as a condition of a canceling of economic sanctions against the government led by the «Hamas».
However, it is stipulate in the contract, that the new government should observe the international legislation and agreements, signed by the Palestine Liberation Organization. Haniya has promised to be responsible for his duties and to achieve removal of the international economic blockade of Palestinian people.

The decision for Kosovo

The Balkan province should become independent

Martti Ahtisaari, the special representative of the General Secretary of United Nations Organization, has arrived to the Balkans to begin the process of the final decision of the conflict between Serbia and a province of Kosovo. It has already passed eight years after military operation of forces of the NATO spent under direction of the United States which pursued the purpose the termination of campaign of the ethnic cleanings, carried out Serbs concerning the Albanian majority living in Kosovo. Since then this territory (with the population in two million persons) is under the control of the United Nations. NATO armies, including American armies, are still remaining there.

During all this time it was clear, that for final settlement of this conflict it is necessary to recognize Kosovo as the independent state, having provided thus protection of Serbian minority living there. The question consist in, whether it is possible to reach it without diplomatic contentions or even military conflicts - militant nationalism till now is present between Kosovo and Serbia, or the same situation is between the West and Russia, causing the increasing anxiety.

Bush’s administration hopes with the constrained optimism, that the transient can begin in the nearest months. However for this purpose skilful diplomacy of the West and, maybe, demonstration of some hardness by the United States is required.

The province will be still under the international supervision in which the leading role will be given to the European Union; however it can enter the United Nations and other international organizations. When the Security Council will approve the given conditions, the government of Kosovo in which the main role is played by Albanians, can declare independence and at once will be recognized the United States and the majority of the countries of the Europe. Serbia can protest, but cannot interfere with new arrangements.

Bush’s wars manage more and more expensive to Americans

Georges Bush has directed to the congress the project of the federal budget of the USA for 2008. The total amount of the state budgetary charges in 2008 under plans of the White house will make $2, 9 billion. Defensive charges reach $481 billion. In the White House believes that it would be the exactly required sum for the Pentagon in 2008.
But at all relevancy of this sum, it will not be sufficient for two wars - in Iraq and Afghanistan. In Bush’s opinion, two military campaigns will require $295 billion of additional financing within the nearest three years.  Robert Portman, the chief of White House’s budgetary management, has informed that additional financing assumes $100 billion for current year, $145 billion - for 2008 and $50 billion - on 2009.
If the project of the budget will be approved, the total volume of charges of the USA on wars in Iraq and Afghanistan for 2003-2009 will reach $800 billion. According to the Los Angeles Times research, Iraq and Afghanistan in view of new figures will manage to the American tax bearers more expensive, than Vietnam has managed before.
In the current and the next fiscal years military charges of the USA (in view of additional means for military campaigns) will reach $245 billion. It means that each American should spend 800 dollars on defense up to the end of 2008.
The increase in the military budget up to $481 billion in following year will mean that the charges of defensive department have increased on 10 % in comparison with the last year.
Earlier, some democrats threatened Bush not to satisfy his financial inquiries about war and, thus, to stop it. The majority of them, nevertheless, understand that, having given up to the President in money, they will only deprive USA militaries of necessary equipment, the weapon and ammunition, but the war will not be stopped. As a result, the democrats promise to study very carefully Bush’s project, considering each dollar. The speaker of the House of Representatives has noticed that the President wastes huge sums of money on the war.
The USA posses 40 % of military assignments of all world. Nevertheless, last years the Pentagon has a lack of money on a regular basis. From 1990 till 2005 of the USA have spent $2billion for arms, but the military men in Iraq have received only 16 % of this sum.
Military “toys” also rise in price. For example, during last years the military jeep has risen in price from $32 up to $225 thousand. The equipment of one soldier since 1999 has risen in price from $7 up to $25 thousand. Army boots cost $94, carbine М-4 - $1 thousand 382, armored garment - $3 thousand 145, and a portable radio set - $7 thousand $100.
